However, it is obvious that Fortunat o is a well-educated man, only blinded by his drunkenness and his friends overtures of concern. This biased portrayal of Fortunato only serves to make Montresor look more cunning and superior to have fooled a fool to willingly walk into his own damp grave.To persuade Fortunato to willingly walk to his death, Montresor uses a kind of reverse psychology, which is an excellent source of foreshadowing for the reader. Montresor goes on and on about Fortunatos health, feigning concern. If any one has a critical turn, it is he. He will tell me -Luchesi cannot tell Amontillado from Sherry. And yet some fools would have it that his taste is a match for your own'(313). Instead of imploring Fortunato to come to his vaults, Montresor lets his friend make the demands and, luckily for Montresor, Fortunato demands to see the Amontillado despite his hacking cough and the deadly nitre that awaits. While Fortunato knows nothing of Montresors ill intentions, it becomes painfully obvious to the reader that Fortunato will not escape with his health or his life. Enough, he said; the cough is a mere nothing; it will not kill me. I shall not die of a cough. True true, I replied(314). To make the constant allusions to Fortunatos death even more ridiculous to the point the reader wonders whether Fortunato really is an idiot to not understand what is happening, Montresor mocks Fortunato by drinking to his long life. The Montresor family crest, A huge human foot dor, in a field azure; the foot crushes a serpent rampant whose fangs are imbedded in the heel, and the motto, Nemo me impune lacessit(no one insults me with impunity)(314), only serves to remind the reader of Montresors promise at the beginning of his confession. The fact that Fortunato is still clueless after their discussion makes the reader wonder whether Montresor will get the revenge that he seeks. Finally, when Fortunato mentions the Masons, Montresor pulls a trowel from his roquelaire, the trowel that he will later use to bury Fortunato alive. Fortunato, however, takes it as a joke and thinks nothing more about it, continuing on to the Amontillado like a fly to honey. This is the last warning that Montresor allows Fortunato, and Fortunato is still oblivious, a fact that will come to haunt Montresor as time passes.Montresor tells the story fifty yea rs later, the first time word of his horrible deed has reached human ears. Therefore, the reader knows that he has punished Fortunato with no obvious consequences. But, as the story is told in a flashback, it is evident that the murder hes been hiding for so many years still weighs heavy on his mind. It is repeated over and over that Fortunato is in the dark when it comes to his own demise, and this obviously perturbs Montresor as he seems to obsessively repeat it. Also, the reason that Montresor does not mention specifically what the offense was against him, leads the reader to believe that, upon looking back on it, it wasnt that offensive after all, and if mentioned now, would render the support of the reader against him. Montresor may in fact regret his actions, though he would never admit it. To him, he has done the right thing, the honorable thing, by avenging himself and fulfilling the motto on his family crest. The sheer fact that Montresor appeals to the reader for support shows that he may feel guiltier than he lets on. As Montresor stated at the very beginning, It [revenge] is equally unredressed when the avenger fails to make himself felt as such to him who has done the wrong(312), it is surprising at the end when Montresor walls up Fortunatos tomb without first enlightening his friend of the transgression that forced him to seek revenge. In an instant he had reached the extremity of the niche, and finding his progress arrested by the rock, stood stupidly bewildered(315). Obviously, Fortunato is extremely shocked at what his dear friend Montresor is doing and he clearly has no idea why. Montresor pauses to mock Fortunato, Pass your hand, I said, over the wall; you cannot help feeling the nitre. Indeed it is very damp. Once more let me implore you to return. No? Then I must positively leave you. But I must first render you all the little a ttentions in my power(316), however he does not pause to explain himself. Most states lack uniform methods of recording the demographic information regarding an inmate’s children. Moreover, many inmates may choose not to identify their children for the fear of the possibility of adverse involvement from various child welfare agencies. A Black child in the United States is nine times more likely than a White child to have a parent in prison. A Hispanic child is three times more likely than a White child to have a parent in prison. More significantly, according to the forecasts for America’s prison population published by the Pew Charitable Trusts, prison populations are expected to continue to increase through 2011. On average, a 13% increase in the growth of prison populations is forecast. The number of female prisoners is expected to grow by 16% for the same period; this rate of growth among female prisoners will outpace the 12% increase anticipated for male inmate populations. Arguably, the number of children with incarcerated parents will increase in proportion to this projected increase in prison inmates. It is widely accepted among criminal justice and social welfare researchers that children of incarcerated parents suffer a myriad of difficulties associated with the incarceration of their parents. The effects on an individual child may vary according to the special developmental and psychological needs of each child. The table below illustrates the developmental stages of childhood, the abilities of a child at each stage, and the possible effects of separation at any given stage. Since 1997, the incarceration rate has been steadily increasing, while the crime rate has been in relative decline. The War on Drugs started in the 1988 with the passage of the Anti-Drug Abuse Act (PL 100-690), various states’ â€Å"Three-Strikes Laws,† (often referred to as habitual offender laws), Mandatory Minimum Sentencing at both the Federal and State Levels, the Truth in Sentencing Movement, the Victim’s Rights Movement, and a general shift in public opinion favoring incarceration have all converged to create the current situation of record incarceration rates. In recent years, courts have seen the development of new class of female criminal emerge – the minimally-involved drug offender. These women are disparately punished by the current criminal justice system, and seldom know enough about the scope of the drug operation to offer any useful assistance to the prosecutor in trade for more lenient treatment. This offender is personified by Kemba Smith, who, at the time of her arrest was a pregnant, 24 year old Black college student, the only child of professional parents who had been severely battered by her drug-dealing boyfriend, Peter Hall. After Hall was murdered in Seattle, Smith was charged with a federal conspiracy charges. Despite the fact that Smith had no criminal record, and though she had never used drugs, dealt drugs, or handled drugs, she was sentenced to 24 ? ears in Federal Prison for â€Å"her part† in the trafficking of 255 kilograms of crack cocaine. Her child was born while she was incarcerated, and within minutes of his birth, she was shacked to the hospital bed. Two days later, her child was taken away from her. She remained incarcerated u ntil President William Clinton granted her clemency on December 22, 2000. Federal prosecutors can gain some distinct advantages by charging a defendant as part of a conspiracy. The burden of proof for a conspiracy charge requires only a showing of the essential nature of the plan, and the alleged conspirator’s connection to it. Circumstantial evidence alone is often enough to secure a conspiracy conviction. As a result, poor and frequently minority women are disproportionately charged in such conspiracies. Legal scholars point out that â€Å"in contrast to women of circumstance, the wife of a white-collar criminal is usually shielded from her husband’s criminal activity. The wife or â€Å"live-in companion† of a drug dealer who sells his wares on the street or from the home is not equally sheltered. Both of these women arguably know about or at least suspect the criminal activities of their mates, and both of these women arguably benefit from the proceeds of these illegal endeavors. The wife of the white-collar will almost certainly not be considered for charging as part of a criminal conspiracy. Poor Black and Hispanic defendants, male and female alike, find themselves at the nexus of these causal phenomena, and the apparent injustices in the administration of justice. Their children and families are caught in the crosshair. Dedicated researchers, criminal justice and social services policy-makers and professionals, attorneys and judges, together with legions of lay volunteers will all be needed to help improve the outcomes for these vulnerable children. On January 28, 2003 in President George W. Bush’s State of the Union Address, the President states, in pertinent part: â€Å"Last year, I called on my fellow citizens to participate in the USA Freedom Corps, which is enlisting tens of thousands of new volunteers across America. Tonight I ask Congress and the American people to focus the spirit of service and the resources of government on the needs of some of our most vulnerable citizens – boys and girls trying to grow up without guidance and attention, and children who have to go through a prison gate to be hugged by their mom or dad. I propose a $450-million initiative to bring mentors to more than a million disadvantaged junior high students and children of prisoners. Government will support the training and recruiting of mentors; yet it is the men and women of America who will fill the need. One mentor, on person can change a life forever. And I urge you to be that one person. The President’s call sounds heroic, indeed. Notwithstanding his impassioned, and arguably symbolic, pleas to the American public, the initiative was funded for $49. 7M in Fiscal Year 2004, $49. 3M for Fiscal Year 2005, and $48. 8M for Fiscal Year 2006. $40M has been requested by the Bush administration for Fiscal Yea r 2007. Based upon estimates of approximately 2. 8M children of incarcerated parents, these appropriations amount to approximately $67. 00 per child, over four years of allocations. The Mentoring Children of Prisoners Program (MCP) is administered through the U. S. Department of Health and Human Services’ Family and Youth Services Bureau (FSYB). The purpose of the MCP is to provide grants, on a competitive basis, to applicants serving populations with a significant number of children aged 4 15 with incarcerated parent(s). The grantees are expected to provide a structured, managed program in which children are matched appropriately to properly screened and trained adult volunteers. These volunteers are expected to form individual relationships with the children to meet the child’s needs for involvement with a caring adult who can be a positive role model for the child. Grantees are expected to find mentors who are willing to commit at least one hour per week with their assigned child. They are required to pass background screenings that include domestic violence and child abuse history checks, and then require these mentors to attend training. The grantees are expected to measure the outcomes by recording data concerning the child’s academic achievement, and avoidance of risky behaviors. Grantees are expected to provide a match of at least 25% of the grants awarded to them for the first two appropriation years, and a 50% match for the third year. The source of the matching funds must not be federal funds. Fifty programs, some faith based, some government-operated, and most secular non-profits were awarded grants in the 2003 Fiscal Year. Collectively, these programs represent 30 of the 50 states. Grantees represent a mix of urban and rural organizations from diverse regions of the United States. Grantees collectively state goals of mentoring 12,141 children in FY 2003. After months pass we see Vianne still in the chocolate store with her happiness completed with Rouxs return. We soon are shown the characteristics of the mayor of the village Comte de Reynaud. This is told through the camera work as it is situated high above as if to say his ancestors are looking over his every move. He believes in self control and opposes Vianne as she is compromising with his authority and the morals that the towns people should live by. He is faced with another demon, that of his wife. It is shown that all that is left of the marriage to his wife is a black and white photo of the couple on his desk. When asked about her absence from the village he tries to hide the truth, only later on in the film does he gain independence when he submits to the chocolate and accepts that the old ways of life are not always the best. With this we meet Josephine, in church, stealing a mirror out of a persons purse. She is perceived by many to be crazy. She is illustrated as being a messy and over protected woman in her thirties. She steals to get away from the abuse she suffers at the hands of her husband. A source of independence and freedom, something he can not control. During the movie she stumbles in to Vianne`s shop, beaten but boundless. There is a little light source apparent outside but in the shop it is only dimly lit and there is also an eerie silence inside. We see scenes of a smiling Josephine and her costume changes during this to give her a more brighter and neat look. Its only after a run in with serge that she gains a final stage of freedom. After Serges banishment, Josephine takes over the sleazy cafà ¯Ã‚ ¿Ã‚ ½ and creates a family orientated atmosphere, where she appears to be herself after facing constraints for so many years. Judi Denchs character of Amande can be first thought of as a cranky, old scrooge, even though her house is to some extent neat her life portrays a depressing look. It is only after drinking a hot chocolate her eccentric disposition changes. When Luc and Amande are reunited we see that their similarities between them are endless. Through the movie Amande regains her love of life as she dances and smiled all through out her party. Her party creates her favorite scenarios being her friends, Luc, chocolate and final acceptance. Lucs first appearance is shown in the church as he draws an over emphasized body of a person in the hymn book, while everyone around him is singing. His grandmother hates the way his mother fusses over him. In Lucs room he yearns to be outside with the other children. In this scene the camera is positioned high where his room is, to say that the two worlds are so far apart and secluded. In his room pictures of imaginary worlds are hung, each one more twisted then the last. Unfortunately his mother fusses all over him as shown when Luc develops a little nose bleed. She gushes over him, trying to clean him up. After doing the portrait of his grandmother Luc starts to laugh and acts like a normal boy. Its only after Luc runs away to be at his grandmothers birthday party his mother releases how over protective she has been. In the scenes towards the end of the movie we see Luc at the Easter Sunday celebrations laughing, running around and being a kid. The movie brings into view many different lives and also their stories. As extreme as they might appear, it is not that different and secluded from the society we live in now. Its only because the village is so small and secluded that everyones faults seen to become so clear. This movie shows the determination of people trying to become independent as most are sick of the ways of the old and are looking for a source of output but unfortunately they are told repeatedly what they are doing is wrong in Gods eyes. In the film we are shown the way of a quiet village in the French countryside where they live by the motto tranqulite and have done for many years. C Programming Language for Beginners C is a programming language invented in the early 1970s by Dennis Ritchie as a language for writing operating systems. The purpose of C is to precisely define a series of operations that a computer can perform to accomplish a task.
